Dall’Ucraina alla difesa europea, ecco la strategia di Losacco per la Nato

Cooperazione e confronto non possono che essere rafforzate quando l’agenda internazionale è densa, come in questo periodo, di sfide complicate e articolate che meritano risposte comuni da parte di democrazie che si incontrano. Ne è convinto il senatore del Partito Democratico Alberto Losacco, eletto vicepresidente dell’Assemblea Parlamentare Nato di cui fanno parte le delegazioni parlamentari dei 32 Paesi membri dell’Alleanza Atlantica e di 15 Paesi associati. Un risultato di notevole rilievo per l’Italia e per il ruolo della delegazione italiana all’interno dell’Assemblea che, ricordiamo, ha avuto una guida italiana dal 2016 al 2018 con il deputato centrista Paolo Alli.

“In un mondo attraversato da guerre e conflitti, diventa sempre più importante avere uno spazio di cooperazione e confronto che contribuisce a rafforzare la pace e la sicurezza collettiva”, spiega il sen. Losacco a Formiche.net, toccando con mano i dossier più delicati, partendo dall’Ucraina e dal suo possibile ingresso nella Nato: uno scenario tramontato?

“La priorità è sempre la stessa, arrivare a una pace giusta. Uno dei punti fondamentali è quello delle garanzie di sicurezza future: che si tratti dell’ingresso dell’Ucraina nell’Unione europea, di una coalizione dei volenterosi o di un altro formato, questo è un impegno che finirà per interpellare Paesi che già collaborano sotto le insegne del Patto Atlantico. Paesi che oggi sono in prima fila nel sostegno all’Ucraina, con uno sforzo decisivo per garantire all’Ucraina l’accesso a strumenti e attrezzature che, come vediamo, stanno riuscendo a cambiare l’inerzia del conflitto, con una Russia sempre più in difficoltà”.

In che modo costruire il pilastro europeo della Nato? Losacco non ha dubbi, attraverso la difesa comune europea. “La corsa all’aumento della spesa militare dei singoli Paesi europei aderenti all’Alleanza rischia, da sola, di non rafforzare davvero né la nostra capacità di deterrenza né il nostro contributo effettivo alla Nato. Verso una difesa europea, con una centrale unica d’acquisto e un maggior coordinamento delle politiche sulla difesa, permetterebbe invece di superare i problemi di interoperabilità, migliorare la qualità della spesa e mitigarne l’impatto sulle economie nazionali. È una strada che andrebbe perseguita con maggiore convinzione, con lo stesso piglio e lo stesso spirito che la Commissione europea ha saputo mostrare dopo la pandemia. La difesa comune non come alternativa alla Nato ma, appunto, come secondo pilastro”, puntualizza.

In questo senso, aggiunge, la Nato continua a rappresentare uno strumento indispensabile di pace, sicurezza e deterrenza, in un contesto internazionale segnato da crisi e conflitti: “Le sfide che abbiamo davanti sono tre: rafforzare la capacità di deterrenza dell’Alleanza, consolidare il contributo europeo alla sicurezza comune e migliorare la qualità della spesa per la difesa. In questo quadro, il Mediterraneo e il fronte meridionale devono assumere una centralità sempre maggiore nell’agenda della Nato. È qui che oggi si scarica una parte rilevante delle tensioni mondiali”, conclude.
