The independent outlet Astra was among the first to flag the post at Rybar, whose authors stop short of identifying the strike as Russian, though they defend the attack.
The Telegram channel “Rybar’” was created by a former Defense Ministry press officer, Mikhail Zvinchuk, and his colleague Denis Shchukin. The Bell reported that Wagner Group founder Yevgeny Prigozhin was involved in financing the channel.

“After four years of this Special Military Operation [sic], the urge to frantically defend something like that is illogical and inexplicable,” Rybar wrote. Lavra officials said Russia carried out two targeted drone strikes on the complex. The strike caused significant damage to the Dormition Cathedral, UNESCO reported.
Russia’s Defense Ministry said the Lavra building complex was struck by a missile from a U.S.-supplied Patriot air defense system. The ministry cited the delivery to Kyiv of Western missiles with “expired shelf lives” as one reason for the system’s malfunction.

British Prime Minister Keir Starmer announced Monday that children under age 16 will no longer be allowed to access social media starting in 2027.
A press release from the U.K. Department for Science, Innovation, and Technology said gaming sites and livestreaming platforms are banned for younger users as well:
In a move to protect children online and address the scale of the challenge, the government will also go further than a blanket ban on social media with world-leading blocks on harmful functions such as livestreaming and stranger communication with children for under-16s. These restrictions — which together with the ban go further than any other country — will apply to a wider range of online services, including on gaming sites.
British officials said they see a similar ban in Australia as a model. Australian officials acknowledged that many children under 16 have managed to exploit workarounds to access social media platforms despite the ban but defended it as an important barrier nonetheless. Starmer struck a similar note during a press conference Monday, acknowledging that loopholes are inevitable but adding that he’s “not prepared to compromise on the safety and happiness of our children.”

Wired has a new report debunking claims from Big Tech investors like Kevin O’Leary, the pro-Trump “Shark Tank” star, that China is behind Americans’ growing backlash to data centers.

Writer Charlie Warzel of The Atlantic wrote about members of Trump’s defunct and destructive so-called Department of Government Efficiency and their efforts to re-create that effort, which hacked away at federal programs with abandon, for private sector clients.
Musk is facing backlash from officials in Belfast for using his social media platform, X, to fuel racist anti-immigrant riots in Northern Ireland after a 30-year-old Sudanese man was arrested and charged with attempted murder in connection with a knife attack that left a local man in a coma.
Musk responded to some of those accusations by doubling down on his racist and xenophobic generalizations, posting, “Murderous migrants beheading innocent people in their home town is what’s making people angry, not ‘social media’!”
A new report from 404 Media spotlights the disturbing trend of law enforcement officials using Flock Safety software for stalking. Flock Safety is the largest supplier of license plate readers in the country, and several states have severed ties with it after critics expressed concern about the technology’s implications for civil liberties.
Asked about the abuses, the company told 404 Media that it was “aware of 15 incidents of abuse, each surfaced because of the transparency and accountability features deliberately built into our platform.”
A previous report from 404 Media found some local police departments that have used Flock software provided data from the company’s extensive network of cameras to U.S. immigration officials.
Several cybersecurity experts raised concerns about last week’s Trump administration directive that ordered Anthropic to ban foreign nationals from accessing some of its newest artificial intelligence models.
In response, Anthropic posted on its website last week that it was suspending access to the models for everyone. As part of its statement, the company said, “we believe the government should have the ability to block unsafe deployments, as part of a statutory process that is transparent, fair, clear, and grounded in technical facts. This action does not adhere to those principles.”
The administration previously took action against Anthropic after executives refused to lift guardrails designed to prevent the mass surveillance of Americans and use of autonomous weapons in lethal warfare.
Washington Post surveillance pricing suit
The Washington Post was hit with a class action lawsuit last week over allegations it used surveillance pricing to charge higher prices to some of its subscribers, a tactic that relies on tech tools to apply differing prices to different customers based on a variety of factors.
The lawsuit was reported by Mediaite, and the Post did not respond to the outlet’s request for comment.

Desenvolvida por um comitê internacional do qual o Brasil faz parte e adotada por 68 países, a metodologia mapeia os riscos de cada missão — tipo de aeronave, área sobrevoada, densidade populacional — para definir quais medidas de mitigação são exigidas.

E a categoria certificada, reservada para operações de alto risco, segue regras próximas às aplicadas a aviões e helicópteros convencionais.
Para Emerson Zanon, CEO do MundoGEO, plataforma que organiza a feira, o novo marco é anunciado no momento em que a tecnologia já havia superado as regras vigentes.
— Quando foi lançada, a regulamentação anterior era moderna, mas hoje não mais. Agora a produtividade aumentará sem perda de segurança. E grandes empresas que ainda tinham restrições ao uso de drones poderão investir mais — afirmou Zanon.
Liberação de rotas
Um dos exemplos mais concretos do impacto das novas regras é o da Speedbird Aero, fabricante de drones que já opera entregas em parceria com o iFood em Aracaju e em Alphaville, na Grande São Paulo. A empresa recebeu da Anac, em dezembro, autorização excepcional para voar sobre áreas com até 5 mil pessoas por quilômetro quadrado com aeronaves capazes de transportar até 5 kg.
Descrita pela agência como pioneira no mundo, a certificação deixará o regime de exceções para operar sob regras padronizadas.

Na prática, o que muda com o RBAC 100 não é a certificação do equipamento, mas a velocidade com que novas rotas podem ser aprovadas. Antes, a submissão de um novo percurso podia levar até dois anos. Com o Sora, o prazo deve cair para 30 dias.
— A nova regulamentação trouxe regras claras e mudou o tempo de pedido de certificação de rotas. As aprovações eram mais exceções do que regras e a previsibilidade dá confiança ao mercado. Há cinco anos, pedir uma rota como a que a gente faz hoje em Alphaville e Barueri era impossível, nem cogitaríamos — disse Manoel R. Coelho, CEO da Speedbird Aero, empresa que atende clientes como iFood, Hermes Pardini e Fleury.
Drone para lazer
As mudanças também alcançam os usuários recreativos, mas por um caminho distinto: eles não estão cobertos pelo RBAC 100. Drones de uso pessoal, os chamados aeromodelos, serão tratados em uma resolução separada, ainda a ser publicada pela Anac, com o objetivo de simplificar o acesso às informações e evitar confusão na leitura das regras.

Para quem utiliza drones com fins não recreativos e equipamentos entre 250 gramas e 25 Kg (agora enquadrados na categoria aberta), os requisitos se mantêm próximos aos anteriores: operação em linha de visada, altura máxima de 120 metros, distância mínima de 30 metros de pessoas e cadastro obrigatório junto à Anac.
Pilotos menores de 18 anos passam a ser admitidos, desde que acompanhados por um responsável maior de idade.
Mas há um conjunto de restrições que se sobrepõe às da Anac e recai sobre todos os operadores, recreativos ou não. O Departamento de Controle do Espaço Aéreo (Decea), responsável pela segurança do tráfego aéreo, divulgou em paralelo novas regras com foco diferente do da .
— Para o Decea, o que importa é o risco aéreo. Um drone filmando um evento fechado não representa risco para a navegação aérea, mas o mesmo drone voando ao lado da pista do Aeroporto Santos Dumont sobre o mar, sim. Por isso existe essa diferença de análise entre as duas agências — explicou o major-aviador Rodrigo Gonzalez Martins de Magalhães, chefe da Subdivisão de Planejamento de Sistema de Aeronave Não Tripulada do Decea.
A partir de 1º de julho, quando entra em vigor a nova instrução do Decea (ICA 100-40), todos os voos precisarão de autorização prévia pelo sistema Sarpas, plataforma gratuita da agência. A exigência passa a valer inclusive para drones abaixo de 250 gramas, categoria até então isenta.
